This is a frequent question. The issue is when can elective cosmetic surgery take place? For some, at any time, consequences be damned! I saw another individual in my office today. He had major hypertrophic scars on his arms, legs and chest as well as hyperpigmented and hypopgimented regions: some scars had lost pigment, others too much. He did have gynecomastia.
