The loose skin drooping lowers the nipples. The solution is to cover it up with clothing or a Body Shaping Garment (http://www.plasticsurgery4u.com/a/no-surgery_body_shaping/index.html) or a chest lift. The trade off is the scar where the excess skin comes from.  Building muscles is another option, but it take a very large muscle to deal with that much loose skin on a chest.

I've heard that the nipple can be raised up.
